What idea do you want to bring to the W&E Greenhouse?

Describe the context, theme, goals, strategies, duration of your proposed initiative. Be as detailed as possible.

Our project name is FITILA: creation of an online training platform on, citizenship and sustainable development. Benin, in its march towards democracy, has established institutions whose functioning is characterized by the separation of powers, freedom of association, opinion, expression and the press. These characteristics of Beninese democracy have favored the establishment of a pluralistic system in which all actors, from top to bottom, must play a role. According to Weinstock (2000) and Pagé (2001), it is important that people in a community be engaged at all levels of society both politically and socially. However, theoreticians of citizenship education note with concern the widespread disinterest and apathy of citizens about public affairs (Kymlicka, 1992). These studies, which are more than a decade old, still reflect the realities of our society today. Today, we see low youth engagement and non-existence of youth participation around issues of citizenship. According to a study realised by the Institute for Empirical Research in Political Economy in collaboration with the Friedrich Ebert Stiftung, on the perceptions, attitudes and citizenship of young people about public action in Benin, it appears that 65% of those surveyed participate as simple member, active members or leaders in religious associations. however, 14%, 11% and 5% of respondents, respectively, are found in public-focused associations such as political parties, community development associations or trade unions. Citizenship education is absent in school and university programs. Several initiatives have been undertaken by the Civil Society Organizations to address this deficit. They result in capacity building in face-to-face with young people. Unfortunately, about 25% of registrants participate effectively to sessions. The cause of this problem is not a non-existence of interest of young people for these questions but rather a non-existence of material time because young people are busy finding their livelihood. However, a study conducted by Thomas Coeffé on Internet statistics and published on the moderator's blog in December 2018 reveals that 4.12 billion people or 54% of the world's population are connected to the Internet during the year 2018 and 3 , 36 billion on social networks is 44% of the population with leading social networks Facebook. Similarly, 435 million people have access to the Internet in Africa with a penetration rate of 34%. Benin is the second African country with a strong growth in the penetration rate in one year, it is estimated at 204%. Based on these observations, the use of the Internet remains an indefectible means of reaching young people and conveying information and training that is crucial to them. Combining the useful with the pleasant, the present project comes to fill this non-existence of knowledge of the notions of citizenship essential to any individual wishing to be a good citizen for his community. It will concretely allow the various actors wishing to be trained to register and benefit of training offers based on citizenship. The general objective of the project is to contribute to strengthening the citizen participation of young people in community development. Specifically, the aim will be to provide young people with the knowledge and skills necessary for active participation in democratic civil society through online training and to raise awareness of the rights and responsibilities of each, standards of behavior and values for the civic engagement of young people in their community. The target of this project is students and civil society actors to fill the gap in the non-existence of citizenship education in school and university programs. The expected results are as follows: the capacities of 1.000 young people in Benin are strengthened in citizenship. The methodology for implementing the project is as follows: -Support of contact and solicitation of various partners -For the implementation of this project, we intend to use the Wikiversity https://www.wikiversity.org/ platform, an online course platform of Wikimedia. This option will allow us to benefit from enough technical resources from Wikimedia and also exempts us from the creation of our own platform. Also it will allow us to benefit from the experience of the Wikimedians. we will also use the Wikibook, an Wikimedia service to create a citizenship book. Implementation of a marketing strategy to promote the courses towards the targets.

Who would you engage in your initiative?

Describe the kind of relationships you have or plan to establish with potential partners in your community, both in your local Wikimedia community and education community.

First of all we would like to specify that all the members of the team belong to various organizations of the civil society, therefore within the framework of the implementation of this project, we intend to associate our various organizations specifically 4 (SOS Civisme Benin, Académie de la citoyenneté François LEGONOU, Roajelf and the Benin YALI Alumni Association), we are already in touch with two university teachers having to rely on all the technical aspects and we expect to ask the support of the government agency in charge of the promotion of the knowledge, the innovation and digital. We also intend to collaborate with wikimedia actors especially for the financial support for the creation of the platform and for technical support in the implementation of the project. We will also collaborate with Civil society actors, the university of Abomey-Calavi and youth organizations. , two secondary school teachers and two university level teachers. Three ministry such as the Ministry of Maternal and Primary Education, one of the Ministry of Secondary Education and Technical and Vocational Training and one of the Ministry of Higher Education and Scientific Research. Civil society actors specifically those involved in the field of citizenship and resource persons will also be associated. These different partners will be involved in the design of the modules and their lessons through the various channels defined for this purpose.

In terms of financial resources, how much money would you need to achieve your goals?

we will use 1.400.000 FCFA. we think we would need , 1.200.000 FCFA to realise the contents of the plateform and 200.000 FCFA for communications fees.

How will you know your project has succeeded?

Describe potential evaluation plans, indicators, tools, etc. that will help you identify if you have achieved your goals

A member of the team will be responsible for monitoring and evaluating the project. At the beginning, a pretest will be administered to the people in order to evaluate their degree of knowledge on citizenship contents. A posttest will also be administered at the end of each sub-theme in order to evaluate the knowledge acquired and to apply the corrective measures. The methodology adopted will be PDCA (Plan, Do, Check and Act). Classes will be in French for the beginning of the project. But other local languages ​​can be added. The project is divided into three parts: Part 1: Ownership of Wikiversity features. It will be for us to master how the Wikiversity platform works so that the rest of the execution of the project is easy for us. Part 2: content creation and uploading: this will be about creating video and text content, focusing on topics related to citizenship and its related concepts, and putting them online to allow participants to participate have access. The expected result here is that courses are created and put online. The number of online courses will be used as an indicator of verification Part 3: Communication around the project to recruit participants. It will be here to promote the project, to communicate around and to encourage the targets to be interested. The goal is to have 1000 course participants in the first year. As an indicator, we have the number of follow-up certificates issued on the platform. The project is planned for an indefinite period with an experimental phase of one year. During these one year, a mid-term evaluation will be done. The different indicators to be taken into account in this evaluation are the number of people trained (1000 for the first semester), the number of people registered on the platform and the number of certificates of success issued. The number of necks available on the platform is also an indicator that will be taken into account in evaluations.

What are the biggest challenges you foresee in the implementation of your idea and how would you address them?

Our biggest challenge is to mobilize financial and technical resources to vary the training offer on the platform. To adress this challenge, we will be constantly looking for technical and financial partners to mobilize the necessary resources for the continuous improvement of the quality of the courses and for the creation of new content.

Our first goal in applying to this program is to improve our knowledge and skills through the training provided by Wikimedia. Our second goal is to be part of a Wikimedia education community . Our third objective is to be able to obtain the technical and financial resources for the execution of the project. Our choice to use Wikiversity as a course delivery platform is motivated by the fact that this platform is easy to use, accessible and free. It teaches students how to engage with a global community online.
