Project idea

We wish to present GOI Foundation OER Network (GOIFON), a project inspired by the Global Open Initiative (GOI Foundation). The GOI Foundation operates an existing social stream and shared platform started in March 2019 for open educational resources that incorporates blogging and analytic tools, enabling users to create and track knowledge growth across a community. GOIFON (goifnetwork.org) allows anyone (including educators and students) to request a customised free subdomain (such as sadik.goifnetwork.org) that they use to share their own Open Educational Resources and other free content, and gather a social following in the process.

Through the Wikimedia & Education Greenhouse, the underlisted team members wish to leverage their experience of OER outreach (not as an initiative of the GOI Foundation, but as an independent project) to expand the use of Wikimedia in the Ghanaian educational system though the following separate initiatives:


  1. Training educators in Ghana to use Wikipedia in the classroom to teach digital literacy
  2. Improve both English and Local Languages Wikipedias. Improving local Languages Wikipedias is particularly vital, as it has recently become a scientifically proven agency to increasing literacy among the population in the developing world. (See [1. case study from Australia], [2. case study from Kenya] and [3]) We intend to improve local Ghanaian languages on Wikipedia through recruiting expert local languages Wikipedia contributors from formal educational language institutions such as the Ghanaian Languages Department of University of Education and Tamale College of Education.
  3. Training of students to contribute free content to Wikimedia projects
  4. Setting up associations with universities and educational institutions to facilitate long-term support to ensure the success of (1) and (2) above, i.e. train teachers and students to:
    1. incorporate teaching Wikipedia as an integral part of the curriculum; and
    2. to ensure long term commitment on the part of students to continue to contribute to Wikipedia past the initial engagement period with GOI Foundation.


These 4 goals are elaborated at the end of this section. The duration of our experiment; intended for 10 months, is also elaborated below in a separate section. If accepted,

  • This project is scalable to accommodate the addition of dozens of educational institutions with minimal additional costs. This is so because, after successful implementation, staff will be able to continue to provide long-term support to the institutions we engage from remote; as a result, more than half of this project's proposed total budget directed towards Logistics and Transportation will no longer be required. To bring on board new institutions, a manual of our experience from the initial on-site outreach may help eliminate and/or cut-back on traveling all together.
  • This project will provide rich documentation about the Wikipedia Education Program (WEP) in West Africa, and serve as a blueprint for adoption by other communities or countries.
  • "By 2030, Wikimedia will become the essential infrastructure of the ecosystem of free knowledge, and anyone who shares our vision will be able to join us." This project will direct Wikimedia Foundation, the Wikipedia in Education Community, and the Wikimedia community at large to understand how WEP might fit into our vision 2030 movement strategy, and answer questions such as
  • This project will attempt to approach Wikipedia outreach from the classroom perspective; a 180° turnaround from how Wikimedia outreach has mostly been conducted in much the Global South, possibly influencing the current narrative and averse attitudes of tutors and the general public towards the use of Wikipedia for learning.

Training educators in Ghana

Like is the situation in many parts of the Global South, many internet users actively consume online information without contributing to help expand the scope of the knowledge they read. Likewise, few people do make an attempt to create new knowledge. While the factors that influence the lack of initiative to contribute to free knowledge is complex and far more nuanced(see User:Masssly's presentation related to knowledge equity - Why do internet users from different social groups contribute differently to Wikipedia? at wm2018:Program/State of Wikimedia Research 2017-2018), and may include challenges such as hardware and lack of references to start with; many educators and students are simply not aware that they are allowed to participate in writing Wikipedia. From the point of view that Wikipedia is written by "educated white men from the West", this contributes to the staunch opposition to Wikipedia in Education faced in the educational system in Ghana. We believe that if educators understand the working mechanism of Wikipedia, it'd be easier to pass that awareness to students, and so on. As the data confirms: When awareness is increased, acceptance is high.

We will visit 8 higher educational institutions to

  • Introduce them to Wikipedia
  • Introduce them to WEP
  • Train them to implement WEP in the courses that they teach.
  • Provide them support as they are implementing the WEP, or contemplating implementing the WEP, for the duration that this project is being run. As we'll describe in subsequent sections below, the project will develop among its deliverables, a means where educators can find all the help they'll need to continue to run a successful WEP with little assistance from the team post the project, by way of creating
    • A manual, and
    • An information portal on meta

We will visit the University of Education, Winneba twice to meet with faculty from different languages departments. First with the Dagbani language department (which we have already initiated, and currently are in contact with, since 2017), and the Twi Language department (of which we have already organised a series of translatathon for. See [1] and [2]). All of these visits shall happen in 3 months, or 4 months from the start of the project.

English is the medium of instruction in Ghana. We're likely going to engage more educators who teach in English than they do in local dialects. The WEP will be available for educators who will try it in the courses that they teach.

One of the key objectives of this projects is to stimulate interest among Ghanaians to build digital content in their local languages. We will achieve this by collaborating with institutions that teaches indigenous languages as courses, vis-a-vis the Languages department of the University of Education, and Tamale College of Education. We simply have to pick up on the initiative of User:Masssly and User:Shahadusadik when they embarked on a visit to the University of Education to speak with the faculty of the Dagbani Language department in May 2017. We are hoping to leverage that previously established relationship with the University of Education to

  • Start a WEP in an indigenous language (not in English)
  • Build enough content to promote the Dagbani language test Wikipedia to a full Wikipedia
  • Incubate new languages that currently are not on Wikimedia, and
  • Expand the Twi Wikipedia, which is already a live Wikipedia.

When there is enough indigenous language content available, many more people will easily access and benefit from it. People are able to grasp concepts when they hear them in their mother tongue, and so School For Life, operating in the Northern part of Ghana, adopted a model where they use the Dagbani local languages to teach out-of-school children and rural folks who never had the opportunity to attend regular English school, the basics of mathematics and grammar, after which they are jumped several steps and transitioned into regular English schools. We believe that this project will create more indigenous content that initiatives such as what School for life is running, will have access to more content to present their students. We will also attempt to connect with the school for life to explore possible collaborations we can have with them in the future.

Recruiting permanent contributors to Wikimedia projects

At each of the visits we take to the locations we have drawn out, we shall take advantage of our presence there to also organise general editathon sessions (aside from the WEP workshop we're holding for faculty) open to both faculty and students.

  • These editathon sessions shall serve as recruiting grounds.
  • Furthermore, the goal of the project is to set up a WEP for as many faculty members as possible in any of the schools that we will visit. If a WEP is adopted and an MOU signed, the WEP course by itself will serve as grounds to recruit students to become Wikipedia contributors.

The editathons in the first bullet will take place on the same date as the training session we're holding for the faculty.

Wikipedia activities in Ghana have mostly focused on Accra. We will hold a general non-WEP related Wikipedia editathon at Tamnorth Hub in Tamale to create awareness about Wikimedia projects among the general public.

Setting up Wikipedia Education Programs (WEP) hubs

Following successful outreach to

  • Train tutors at the educational institutions,
  • Whose WEP's shall lead to improving both the English language and Local Languages Wikipedia's,
  • Which will in turn lead to both faculty and mostly students getting introduced to Wikipedia and becoming permanent contributors hopefully,

our next goal will be that we are able to sustain out efforts, at least in those institutions we have engaged. We do not expect all tutors to accept or introduce a WEP immediately, and so, one of the ways we intent to ensure sustainability is to set up informal Wikipedia Education Program (WEP) hubs by appointing a liaison from each institution to:

  • Keep nudging and lobbying faculty to introduce a WEP, and
  • To help us maintain correspondence with the said institution.

The duration for setting up the Wikipedia Education Program (WEP) hubs shall last throughout the project's implementation period.

We are in partnerships with the following:

  1. Elementary Education Faculty, Southern Connecticut State University. - The Southern Connecticut State University is funding the development of http://goifnetwork.org/Main_Page; a known platform that allows students who are interested in building their own OER networks to create their very own customised free website.
  2. Wiki Project Med Foundation - We are in partnership with Wiki Project Med Foundation and donors to support us to assemble and freely distribute Internet-In-A-Box (IIAB) devices that enables offline access to Wikimedia projects and other educational resources. The schools we visit may benefit from receiving these devices.
  3. Africa Feeds Media - Media partner

  2. Languages department of University of Education, Winneba We will work on at least 2 indigenous languages, and so 2 trips will be made to this university, each specific to one language.

We are adopting transparent formal administrative procedures to document our financials. For billing and non-logistics related expenses, team members have to

  1. Submit an invoice of estimated time spent on various tasks to the team member in charge of Monitoring and Evaluation.
  2. Tasks are evaluated for appraisal and may be authorized or not by the team member in charge of Monitoring and Evaluation.
  3. If authorized, the invoice is forwarded for approval by at least one of our 2 advisers; both of whom are reputable community members in good standing.
  4. If approved, the bookkeeper will make payment before the last working day of the month, and file receipts (and/or invoices).

What are the biggest challenges you foresee in the implementation of your idea and how would you address them?

Be as detailed as possible.

  • Availability of Laptops for participants - In almost all our events, we have come across some participants who are interested in editing Wikipedia but do not have or cannot afford laptops or tablets. In situations like this, we try to work with or partner with institutions that have computer labs. However, some of these labs turn out to be filled with computers which do not function well or are very slow and hence we end up not being able to accomplish much at the end of an event. We are hoping to get funding to be able to provide at least five laptops for this project to help solve this issue.
  • Internet Connectivity - We currently have one router which can accommodate 10 people, so when 10 people are connected, the others are unable to connect. Internet connectivity in Ghana is a huge problem. During edit-a-thons, we get participants complaining about how the internet is so slow or how they are unable to connect to the router. This frustrates some participants to the point that they are not motivated to contribute to Wikimedia Foundation projects. We want to eliminate the issue of internet connectivity as much as we can by providing enough routers as much as we can so that every participants present will be able to connect to the internet. We also want to purchase routers from Vodafone and MTN so when one network is down, we can benefit from the other.
  • The bureaucratic system of getting letters approved - If we are to go directly to the schools seeking for approval to initiate such a project, it will take a long time before we get an approval. So in order to avoid this long delay, we are working directly with key persons in the institutions, mostly lecturers. We are also in partnership with the CEO for Ghana Code Club, Tina Appiah, who has permit from the Director of Secondary Education in Ghana, to establish code clubs in almost every region of Ghana.

Why do Wikimedia projects belong in education?

Share your team’s perspectives on the value of Wikimedia projects in education.

  • Students gain key 21st century skills in ICT, media literacy, global collaboration, writing and research development, and critical thinking skills.
  • Through contributing to Wikimedia projects, education can be improved with contemporary approach of teaching.
  • Educators and students alike, thorugh engagement with Wikipedia, are able improve their academic writing skills by
    • Learning to write from a neutral point of view
    • Using information that are reliable
  • Wikimedia provides the opportunity to create knowledge in indigenous languages. This means that, while the use of indigenous languages is on the decline due to globalisation; which isn't necessarily a bad thing, Wikimedia can still be used as a means to preserve and record the written form and audio-visual structures of these languages; essentially serving as a language preservation platform.
  • Finally, we believe that, ease of access to information is the key to solving many of the problems we know of today such as poverty, illiteracy and poor healthcare. Since Wikipedia serves as a gateway or first point of contact for many people who cannot afford otherwise expensive paywalled research, there is a need to strengthen the quality of Wikipedia's article entries so many more people in schools, or the regular internet surfer can access free information that can be beneficial to them. No group of people are best suited for this task than educators and students. In parts of West Africa for instance, access to information is still privileged, and data and academic work that can address social problems and diseases are rare. It was discovered after the 2014 Ebola outbreak that a 32 year old Elsevier paper could have averted much of the Ebola crisis if only it was not locked behind an expensive paywall out of the budget of health professional in the area. We believe that Wikimedia in Education has a role to play in creating a world in which everyone can freely access and benefit from essential knowledge.

Why do you want to join the W&E Greenhouse?

Share your main reasons for applying, motivation, expectations, and what you would like to achieve by the end of this experience.

In Ghana, many researchers and students have been made to believe that Wikipedia is not a credible source to reference in their work. It is our goal to clear this doubt and misconception. During some of our Wikipedia training sections, we have had students of Ghana Institute of Journalism tell us how attending our training sections have cleared the doubts they had about Wikipedia. They mentioned that having such training sessions for students will help clear the doubts of other students and lecturers. We have had students from Ghana Institute of Journalism, University Development studies Navrongo campus and others express interest in having a Wiki hubs established on their campus. We believe getting students and lecturers to use Wikipedia will help them understand Wikipedia more and that will convince them on its usefulness and credibility. We also believe that this project will serve as an opportunity for us to learn a different set of skills such as project management and how we incorporate Wikipedia in our educational curricula. At the end of this project, we expect to see the aforementioned schools having active Wikipedia hubs on their campuses. We also hope to see these schools using Wikipedia as part of their curricular.

As part of our collaborative effort to make knowledge accessible to everyone regardless of the limitation of internet connectivity, We intend to use this project to build a partnership with the Ghana education services and private universities across the country.

All the members of the team are located in Accra, in Ghana. Our advisors are based in Germany and United States respectively.

What languages does your team speak?

Please, keep in mind that for this first edition of the Greenhouse the main language of communication will be English.


All team members have (or are currently pursuing) formal university education in English. Collectively, the team has people who speak other languages besides English; including French, Spanish, German, Hausa, Dagbani, and 10+ Ghanaian and Nigerian indigenous languages.

All team members are actively involved in Wikimedia community activities in their own capacities. All members are also team members of the GOI Foundation, collectively involved with the activities of the foundation; both in Wikimedia offline skills capacity development workshops and online on-wiki editing.
